Yesterday at about 12.30 Hrs in Jodhpur Comrade Vyasji's mortal remains were put into flames by his sons. All bid a tearful farewell to our legendary leader. The Ganga prasadi / tehravni / last creaceremony will be held between 3 to 6 P.M. on 22nd February, 2015 in Jodhpur.

SECRETARY GENERAL NCCPA AND BCPC COMRADE S.K.VYAS PASSED AWAY





We are shocked to hear that our legendary leader of the Central Government Employees as well as the Secretary General of BCPC and NCCPA Pensioners movement Comrade S.K.Vyas passed away today at 8.30 P.M. in Jaipur Hospital. He appeared to be improving and we all hoped that he had won the battle in the hospital but from day before yesterday night his condition again reported to be critical and he breathed his last despite intensive care medical treatment. This is an irreparable loss to the whole movement of CG Employees and Pensioners. We have no words to express our deep sorrow. His mortal remains being taken to his native town Jodhpur and tomorrow his funeral will be at Jodhpur. BCPC and NCCPA  dips the banner and salutes this towering leader of our times.

Comrade,

Owing to sudden illness of Com. S.K.Vyas, the Secretary General of BCPC and also NCCPA at Jaipur, his attending physician has restricted  his movement. Consequent upon this situation, most of the constituents of BCPC,  including NCCPA consisder that the proposed convention of BCPC, which is scheduled to be held at Nagpur on 15-02-2015 will not serve any effective purpose in absence of Secretary General.

As such it is advisable to postpone the proposed convention and a message to this effect has already been communicated to Com.D.V.Dhaktod, the Chairman of the Reception Committee. Please take of it and cancel your Railway Ticket for goint to Nagpur.

But at the same time, the NCCPA considers that following the decision of the National Convention of Central Government Employees Organisations held on 11.12.2014 to go on agitational programme on the basis of the Charter of Demands adopted therein, which was posted to NCCPA website (www.nccpahq.blogspot.in), the draft declaration containing the demands of the pensioners and also the programme of action circulated by Com.S.K.Vyas as Secretary General BCPC, is to be implemented, as pensioners are equally affected by the new-liberal economic policies of Central Government. The demands as well as the programme of action are reproduced below:

Demands:

  1. That date of effect of Pension Revision by 7th CPC is 01.01.2014
  2. That Revision of pension is done after each 5 years
  3. That 7th CPC covers the most exploited segment of civil services Viz., Casual / Contract workers and the GDS.
  4. That Interim Relief @ 25% of their pension is granted with effect from 01.01.2014.
  5. That the Dearness Relief which stood 100% of Pension as on 01.01.2014 is merged with pension.
  6. That full parity in pension is granted to past pensioners as on 01.01.2014.
  7. That PFRDA Act may be scrapped and defined benefit statutory pension scheme reintroduced for those who entered service on or after 01.01.2004.

Programme of Action:
                    
  1. Organise State / District level Conventions to popularise the declaration in month of March 2015.
  2. Join massive dharnas / rallies being organised by C.G.Es at all State Capitals in the month of March, 2015.
  3. Organise campaign fortnight throughout the country in April, 2015.
  4. Join employees Mass Rally before Parliament on 28th April, 2015.

Since the Central Govt. Employees have already embarked on a sustained struggle, we the Pensioners are to extend all  possible solidarity support to their struggle.

NAGPUR NATIONAL CONVENTION OF PENSIONERS POSTPONED

Nagpur Pensioners Organisations Convention Postponed

Comrades, 

The National Convention of All Pensioners Organisations at the initiative of BCPC to be held at Nagpur on 15-02-2015 stands postponed. This is due to the fact that the Secretary General BCPC & NCCPA Comrade S.K.Vyas is hospitalised and undergoing medical treatment and will not be able to undertake the trip to Nagpur for leading the Convention. All Comrades who have booked their journey tickets to Nagpur are kindly requested to cancel their tickets. Details of postponed National Convention will be circulated to all later.

 DRAFT DECLARATION


 

This National Convention of Pensioners Association held at Nagpur on 15th February 2015, adopts the following declaration:-

 

1.        Notes with grave concern that Pensioners along with workers & employees are continuing to be victims of severe economic offensive of the successive Government that came to power in the country since the new economic policies were ushered in 1991.

 

2.        Due to increasing resort to casualisation and contracterization in appointments, many such employees on retiring are not being given any pension. High inflation resulting on account of policies of liberalisation, like dismantling Public Distribution Scheme, Forward Trading in 40 essential items etc has also hit pensioners in a big way by introducing the New Pension Scheme and enacting PFRDA Act, 2013 the Social Security in old age has been demolished for those entering service on or after 1.1.2004. The Sixth Central Pay Commission has recommended that merger of D.A. / DR should not take place and has also discarded the principle of equalization of pension / parity in pension between past & future pensioners.

 

2.        At the General Election for 16th Lok Sabha people at large have handed the Indian National Congress, who led the UPA II regime, the worst ever defeat in its history. Those who came to power i. e. NDA led by BJP have no different approach on policies or governance. But for BJPs support the PFRDA Act, could not have been passed. Through various policy pronouncements, the new Government has made its intensions clear. FDI has been allowed entry in Insurance (49%) Defence (26 to 49%) Raiilway (100%) and in New Pension Scheme. It is very likely that the New Pension Scheme replaces all existing defined benefit dispensations / reduce the pension etc. entitlement for which powers has been vested under provisions of PFRDA Act. The guidelines regulating price of essential and life saving medicines have already been withdrawn resulting in huge increases in price of several medicines etc.

 

3.        It is in the backdrop of this scenario that the Pensioners should look up for settlement of their demands which have been pending for long. Pensioners have been active participants in the struggles and strike actions of the Indian working class in the last two decades against the new – liberal policies. They have marched to the Parliament on several occasions shoulder to shoulder with working people and more recently on 5.12.2014 to register and demonstrate the emphatic protest and opposition to Governments economic policies, New Pension Scheme / PFRDA Act. While being part of common struggles of the working class, Pensioners will have to chalkout programmes to achieve their following demands:-

 

  1. That date of effect of Pension Revision by 7th CPC is 1.1.2014.

  3. That 7th CPC covers the most exploited segment of civil services viz Casual /      contract workers and the G.D.S.
  4. That Interim Relief @ 25% of their Pension is granted with effect from 1.1.2014.
  5. That the Dearness Relief which stood 100% of pension as on 1.1.2014 is            merged with pension.
  6. That full Parity in pension is granted to past pensioners as on 1.1.2014.   (Since same Rank Same Pension has already been extended to Armed           forces).
  7. That PFRDA Act may be scrapped and defined benefit statutory Pension            Scheme            reintroduced for those who entred service on or after 1.1.2014.
  8. That the existing Pensioners Federation /BCPC/ Coordination Committees          may be accorded recogniotion and facilities like accommodation for office   etc.
  9. That SCOVA may be recognized and functions on the Pattern of JCM and         Compulsory Arbitration Scheme.                                                                         Since Central Government Employees have already embarked on a sustained struggle culminating in an indefinite Strike in support of their demands, this convention decides the following programme of Action: 

  1. Organise State/District level Conventions to popularise the declaration in the month of March 2015.
  2. Join massive dharnas / rallies being organized by C.G.Es at all state Capitals in the month of March 2015
  3. Organise campaign fortnight through out the country in April 2015
  4. Join employees Mass Rally before Parliament on 28th April 2015.

Dear Comrades,
Wish you Happy New Year 2015.
BCPC is organising a National Convention of Pensioners Organisations to be held on 15th February 2015 at Nagpur to finalize a Charter of Demands and decide a Programme of Action for realization of these demands.
The Convention has been called following the National Convention of Central Government Employees Organizations participating in the JCM held on 11.12.2014 which has finalized the following charter of Demands (some of which have been raised by C.G. Pensioners Organizations as well) and have decided to go ahead with agitational programme of action culminating in an indefinite strike, if the Government does not settle these demands.

Declaration adopted by the said National Convention is reproduced in NCCPA website (www.nccpahq.blogspot.in) and may be down loaded. However, the Charter of Demands & Programme of Action adopted by the said National Convention are reproduced below:-

Charter of demands.

1.      Effect wage revision of Central Government employees from 1.12014 accepting the memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA. Ensure submission of the 7th CPC report with the stipulated time frame
of 18 months; include Grameen Dak Sewaks within the ambit of the 7th CPC.  Settle all anomalies of the 6th CPC.

2.      No privatisation, PPP or FDI in Railways and Defence Establishments and no corporatisation of postal services;

3.      No Ban on recruitment/creation of post.

4.      Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.

5.      No outsourcing; contractorisation, privatisation of governmental functions; withdraw the proposed move to close down the Printing Presses; the Publication, Form Store and Stationery department and Medical Stores Depots; regularise the existing daily rated/casual and contract workers and absorption of trained apprentices;

6.      Revive the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.

7.      Remove the arbitrary ceiling on compassionate appointments.

8.      No labour reforms which are inimical to the interest of the workers.

9.      Remove the Bonus ceiling;

10.     Ensure five promotions in the service career.


PROGRAMME OF ACTION:


1.      Organize State/District/Divisional level Joint convention to popularize the declaration before and
4 February, 2015.

2.      To organize massive dharna/rally at all State Capital/major Defence centers jointly by all the participating Unions in March, 2015.

3.      To organize campaign fortnight throughout the country in the first two weeks of April, 2015.

4.      To organize Rally before the Parliament house in the month of April when the house will be in budget session to declare the date for the commencement of the indefinite strike action and the programme and date of serving strike notice.

You are requested to take organizational decision to join this convention to be held at Nagpur on
15th February 2015.

15th January 2015.
