Executive Meeting of NCCPA at New Delhi on 20.06.2023
The meeting of National Executive was held at AIRF Office in
Comrade Chaube Memorial Library Hall under the presidentship of Comrade Shiva
Gopal Mishra. After observing a minute silence over the demise of Secretary
General Comrade KKN Kutty and Organising Secretary Comrade KK Marotkar and
other working-class leaders in between our last and the present physical NE
Meeting, the President took up the agenda for approval.
Over all 16 National Executive Members were physically
present and (4) four NE Members including the Patron of NCCPA attended
virtually.
1. Confirmation of the minutes of previous NE Meeting held virtually on
06.03.2023:
After the agenda was unanimously approved, the President
initiated the minutes of the 06.03.2023 virtual meeting of our past NE was
circulated by the Secretary General and the same can be confirmed by the house.
The House unanimously gave its approval.
2. Renewal of registration of NCCPA at Jaipur:
The President asked the Secretary General to report and the
Secretary General reported to the house that the renewal of registration of
NCCPA was done successfully at Jaipur. Comrade M.L.Gupta helped very much in
the task and the Secretary General also had gone to Jaipur. The task remains
finished successfully and the renewal had been done with the Registrar of Trade
Unions.
3. Review of Solidarity to N-JCA and the independent programme of NCCPA:
The President then narrated the developments on NPS front and
the struggles going on throughout the country by the CG Workers and supported
by the NCCPA and other Pensioners Associations. He thanked the NCCPA for its
cooperation. He said that the Dharna Programme will be in Jantar Mantar on 21.06.2023
on behalf of N-JCA. However, the Parliament scheduled to meet on 17.07.2023 and
so the Parliament March against the NPS by N-JCA is kept on 21.07.2023 might be
postponed by a few days. But as of now we are not clear.
When some of the NE Members pointed out that reservations and
booking of hotel rooms have been done and that more than 1000 pensioners had
already reserved to and fro to Delhi from different places, the issue was
further discussed. Ultimately it was unanimously decided that NCCPA Programme
will be held on 21.07.2023 as decided earlier and that the signature campaign
on our 15 point charter of demands will also continue so that we undertake the
March to Parliament on 21st July.
It was then decided
that effective organizational steps will be taken by all our affiliates so that
the March to Parliament Programme on 21.07.2023 and the Signature campaign will
be pursued vigorously.
If N-JCA programme remains on 21st July we shall join or else we
will take the permission for our own rally at Jantar Mantar on 21.07.2023 and 4.
go ahead, because we cannot halt the preparations that are going on in all
places.
4. Review of NCCPA Organization at State levels:
The Secretary General reported that in many states there are
no NCCPA formation and the programmes of NCCPA are implemented by the
affiliates in many states. He said this should be done by the COC of NCCPA. He
suggested that CGPA that exists in some states can take the initiative and form
the apex body of NCCPA in the states involving all affiliates and state bodies
of all India Organzations and even the CGPAs can lead the movement by remaining
in the leadership of NCCPA.
Discussion was followed on the issue. Ultimately it was
unanimously decided that in all States
the formation of NCCPA as the apex body will be formed without dismantling any
of the existing organizations including the CGPA structures there; the General
Secretary and the President will nominate the State Secretary of NCCPA and the
President of State Bodies in consultation with the affiliated organizations
functioning in the states. These NCCPA apex bodies will sit and plan
implementation of programme calls by NCCPA.
5. Quota remittances from Affiliates after 6th March NE Meeting:
It was noted that some organizations only remitted quota
after the decision taken in 6th March meeting to clear the quota
arrears for three financial years of 2020, 2021 & 2022. The suggestion made
by comrade K.G.Jayaraj General Secretary of AIBDPA that AIBDPA had remitted
legal funds to the NCCPA in 2019 and in the background of no legal action
initiated by NCCPA on Option-1 issue, the amount has to be adjusted as quota.
After some discussion the following decisions have been
taken: (1) Amount remitted by any organization towards legal fund in 2019 will
remain as legal fund with the NCCPA for future legal activities; (2) Quota
remitted by each organization during the last four years will be circulated by
the Secretary General; (3) All Affiliates shall remit their due quota at the
rate of 1/- per member for the years of 2020, 21, 22 and 23 within a month from
this NE Meeting and admittance in the ensuing AIC of NCCPA shall be strictly on
the basis of the quota remittance made by the affiliates.
6. AIC of NCCPA at Chennai:
The Secretary General intimated the willingness of the NCCPA
forum in Tamil Nadu to conduct the next AIC at Chennai provided all States and
Affiliates help the reception committee by collecting the donations on the
coupons printed and sent to all on the basis of 75%:25% shared between the
Reception Committee and the Affiliates so that the portion can be utilized for remitting
the delegate fees etc to the AIC. Discussion followed and some comrades stating
that the hosting unit shall manage the entire expenses on its own and that no
percentage of division may be a good practice.
But after discussion it was decided that all Affiliates and
States joining together and helping to organize an AIC is good practice and
that on the basis of 70:30 the apportionment can be there because in future
also no state may come forward to host the AIC if the state is left to its own
to organize the AIC. If any Affiliate or State wants not to take any percentage
to them those states or affiliates are free to do so but AIC should be helped
financially by all Affiliates and States. It was also decided that the AIC
shall be in the month of December 2023 in Chennai.
7. Finalization of LOGO:
After discussion it was decided that the logo of NCCPA will
be finalized in the afternoon session. In the afternoon session at the end it
was decided that we cannot have a logo that resemble any of the affiliates of
NCCPA. The original logo model circulated by the Secretary General with some
minor modifications are accepted as our LOGO until the AIC which can either
change or approve the Logo.
8. New Affiliations to NCCPA:
After discussion it was decided that the following Pensioners
Associations will be granted affiliation in NCCPA and the new organisations
affiliated shall pay the affiliation fee and the quota to NCCPA from the year 2023, so
that they can be allowed participation in the ensuing AIC at Chennai:
[a] Karnataka P&T Pensioners Association;
[b] Coffee Board Pensioners Association of Karnataka;
[c] All Pensioners Associations of Autonomous / 1statutor
bodies of Karnataka;
[d] Dakshin Railway Pensioners Union;
[e] Visakhapatnam All CG Employees Pensioners Association;
[f] Hyderabad Defense Officers Pensioners Association;
[g] Puducherry Pensioners Association;
[h] Andhra Pradesh
Pensioners and Retired Persons Association bifurcated consequent on the
Andhra – Telangana States bifurcation.
The AIRRF request for concession to affiliation will be
discussed in the ensuing AIC as any constitution amendment requires the
permission of AIC. This will be communicated to the leaders through the DRPU
leaders.
9. TUI Regional Conference:
The number of delegates attending from foreign countries of
Asia is not yet informed to us. We will pursue the matter vigorously with the
General Secretary of TUI (P&R) so that the delegates attending from other
countries are informed. The Indian Delegates may be 100 or 150 divided between
the affiliates of NCCPA but it is important to know the number of foreign
delegates. NCCPA and the Organizations of Kerala shall keep the information in
mind that October 1st is nearing and we have to act very swiftly.
10.New Journal for NCCPA:
After discussions it was decided to find out in Delhi whether
the new journal can be registered in Delhi with NCCPA as the owner and
publisher and the President NCCPA will explore the situation and inform the SG.
However, the editor responsibility shall be borne by the Secretary General and
he can form the editorial board also. The printing and dispatch can be at
Chennai as we have a strong infrastructure there. The names that shall be
projected before the RNI for our new journal shall be “Pensioners Unity”’
“Pensioners Struggle” or “Pensioners News”.
The President Comrade Shiva Gopal Sharma took permission to
leave the meeting and attend some important meeting. Comrade S.Rahman Vice
President occupied the presidential Chair and the session continued:
11.Any other item with the permission of Chair:
Two issues viz., the continued impounding of DR arrears for
18 months by the Government and the issue of grant of additional pension on
reaching the 80th or 85th
year onwards shall be discussed with the Advocates and action to file
the cases in Guwhati High Court and Supreme Court / Delhi High Court shall be
finalized later on affiliates coming
forward to share the total expenses. This decision was taken in the background
of Supreme Court rejecting the SLP on grant of additional pension and the
arguments raised by our Advocate as well as the Supreme Court ruling on
impounding of pay and pension issue in the Andhra Government Employees and
Pensioners case.
It was also decided that all affiliates will discuss the
further amendments as well as the nomenclature change of CCS (Pension) Rules
1972 into 2021 thoroughly so that the change is only in nomenclature or
actually some tightening has taken place on our rights.
Similarly, the Bank Pensioners issue was raised by Comrade
Khera of PNB Pensioners Welfare Association and he was assured that NCCPA will
take up all Bank Pensioners issues vigourously. The CGHS Problems were
discussed and it was decided that CGHS issues will be projected effectively by
the NCCPA.
