Terms of Reference
NCCPA had already written to Honourable Prime Minister on 8th CPC terms of references. Now NCCPA has forwarded the issues to the JCM Staff Side Secretary Comrade Shiva Gopal Sharma to consider inclusion of these points in the letter of the JCM Staff Side to the DOPT on the DOPT asking the JCM Staff Side Secretary to interact with the points on the terms of reference: KR SG NCCPA

Dear Comrade,
Sub: Letter of DOPT addressed to Staff Side Secretary
on 8th CPC Terms of Reference - Reg.
Kindly consider the following points while finalizing
the letter on terms of reference to 8th CPC by the JCM Staff Side to
the DOPT.
NCCPA Will be thankful to the staff side for writing
the undermentioned points also to the DOPT in addition to other points in
response to the said letter:
1. While framing the terms of reference
to 7th CPC, the words “Autonomous and Statutory Bodies” was left out while
mentioning the CG Employees and Pensioners. This omission unnecessarily delayed
the functioning of the 7th CPC and the acceptance of the recommendations to the
Autonomous and Statutory Bodies by the Government.
2. Comprehensive terms of reference
about medical issues is required to deal the inclusion of Autonomous and
statutory Bodies as well as the Ayurveda retirees.
3. Inclusion of CGHS to the NPS
Pensioners require amendment for the NPS Pensioners like the CCS Pension 2021
covered Pensioners as the period should be 9 years 9 months for both. The issue
may please be referred to the 8th CPC.
4. All issues recommended by the
Parliamentary Standing Committee regarding CGHS / Medical and Pension, which
were earlier rejected by the Central Cabinet shall be included in the terms of
reference. The issue of one wellness centre at least in each revenue district
may be referred to 8th CPC.
5. All current issues in the court or
direction from the courts shall be included for the recommendation of the 8th
CPC. The issues like the reduction of period of restoration of Commutation; the
FMA quantum; the issue of continued impounding of 18 months DA/DR Arrears;
Commutation restoration etc are referred to 8th CPC.
6. The issue of extending recognition to
eligible Pensioners Associations of All India and States for admittance in
SCOVA and Pensioners Portal in a democratic manner shall be included in the
terms of reference. Similarly, the issue of enacting a national litigation
policy may be referred to the Pay Commission.
